TRAVELLERS have gathered on Pennington Flash car park.
More than half a dozen caravans, with accompanied cars, have been spotted residing on the site by residents.
It is believed they have been using the site since Wednesday.
A spokesperson for Wigan Council said: “We are aware they are there and have issued proceedings against them.”
