We need a by-pass by-pass in Leigh!

I UNDERSTOOD that Atherleigh Way was principally built to cut down on the amount of traffic going through the centre of Leigh in the Atherton and Bolton direction from the Pennington side of Leigh i.e. it was built to act as a Leigh by-pass.

However, with all the commercial building that has taken place, and is still to take place, it is now often quicker to go through the town centre to Bolton than it is to go up the by-pass. So my question is - when are they going to build a by-pass to by-pass the by-pass?
