Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director of Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to him by the said Council proposes to make the Wigan Borough (Kirkhall Lane, Leigh) (Temporary Closure) Order 2021.
that the Assistant Director of Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to him by the said Council proposes to make the Wigan Borough (Kirkhall Lane, Leigh) (Temporary Closure) Order 2021.
The effect of the Order will be to prohibit any person from driving a vehicle or causing
or permitting a vehicle to be driven in 80-82 Kirkhall Lane, Leigh for the period of
one day commencing on the 29th October 2021.
The alternative route for traffic is to follow the signed diversion.
The Order is necessary to allow frame and cover replacement.

The above order was made on 13th September 2021. The effect of the order will

be to stop up:
? Public Footpath Tyldesley No.148 is described in the Definitive Statement for Tyldesley as: "Commences at rights of way 146 and 147 on Garrett Lane and runs in a northerly direction past Garrett Hall to rights of way 149 and 150." There is no width given in the Definitive Statement. Public Footpath Tyldesley No. 148 will be stopped up approximately 125 metres from its junction with Garrett Lane at Point M on the Map at grid reference 370807 401627 to Point I at grid reference 370791 401824 for a distance of approximately 210 metres in a northerly direction.

? Public Footpath Tyldesley No.149 is described in the Definitive Statement for Tyldesley as: "Commences at rights of way 148 and 150 and runs in a northerly direction to Chester Road." There is no width given in the Definitive Statement. Public footpath Leigh No. 149 will be stopped up from Point I on the Map at grid reference 370791 401824 to Point J on the plan at grid reference 370788 401837 for approximately 12 metres in a northerly direction.

? Public Footpath Tyldesley No.150 is described in the Definitive Statement for Tyldesley as: "Commences at rights of way 148 and 149 and runs in an easterly direction to Mosely Common Road." There is no width given in the Definitive Statement. Public Footpath 150 (part) is to be stopped up from its junction with Mosley Common Road at Point A on the Map at grid reference 371250 401818 to Point B at grid refence 370968 401827, a distance of approximately 280 metres in a westerly direction.

? Public Bridleway Tyldesley No.148A will be created from Point M on the Map at grid reference 370807 401627, from which it runs easterly then northerly to Point J on the plan at grid reference 370788 401837 for a distance of approximately 272 metres. From Point M for a distance of approximately 33 metres to grid reference 370839 401630, the width of the public bridleway will be 4 metres wide, comprising 2 metres surfaced with 2 metres unsurfaced. From grid reference 370839 401630, where the public bridleway heads north, the width will be 9.5 metres wide; surfaced, to grid reference 370810 401773, for approximately 160 metres. From grid reference 370810 401773 to Point J

the width will be 6 metres with 2 metres surfaced and 4 metres unsurfaced.
? Public Bridleway Tyldesley No. 150A will be created from Point A on the Map at its junction with Mosley Common Road at grid reference 371250 401818 for a distance of approximately 280 metres in a westerly direction to Point C on the Map at grid reference 370977 401817, from which it will head south-south west to Point D on the Map at grid reference 370911 401545 a distance of approximately 280 metres, when it turns east running parallel to Honksford Brook to Point E on the Map at grid reference 371172 401542 a distance of approximately 295 metres. Between Points A - D the bridleway will have a width of 6 metres, with 3 metres surfaced and 3 metres unsurfaced. Between Points D - E the bridleway will have a width of 4 metres, with 2 metres surfaced and 2 metres unsurfaced.

Public Footpath Tyldesley No 150B will be created at Point C on the Map, at grid reference 370977 401817 and head northwest to Point B on the Map at grid reference 370968 401827 for a distance of approximately 15 metres to join with the continuation of Public Footpath Tyldesley No. 150. This public footpath will have a width of 1.5 metres surfaced.

? Public Bridleway Tyldesley No.150C will be created at Point F on the Map,

at grid reference 371042 401499. This public bridleway will head south across Honksford Brook to Point G at grid reference 371047 401480 for a distance of approximately 20 metres. The width of this public bridleway will be 6 metres with 2 metres surfaced and 4 metres unsurfaced. A copy of the Order and the Order map be requested free of charge, from

. Copies of the Order and map may be bought and posted at the price of £1.00.
Any representations about or objections to the Order, may be sent or delivered in writing, addressed to the Assistant Director - Legal at the Town Hall, Library Street, Wigan, WN1 1YN, using reference RD/LS/SEC/C108.289 not later than 22nd October 2021. Please state the grounds on which it is made. If no such representations or objections are duly made, or if any so made are withdrawn, Wigan Borough Council may itself confirm the order as an unopposed order. If the order is sent to the Secretary of State for confirmation any representations or objections which have not been withdrawn will be sent with the order. Dated this 23rd day of September 2021
