PLANS to turn a former convenience store into a fish and chip shop have been refused.

A retrospective change-of-use planning application was submitted to convert The New Dairy and News on Westleigh Lane in Leigh into a hot food takeaway.

A planning report states the store has been operating as a fish and chip shop between the hours of 11am and 8pm.

But Wigan Council has turned the application down as it is believed the proposed use "would give rise to excessive odour, noise, vibration and/or disturbance issues".

A local authority report, which was published this week, said: "It is considered the use is detrimental (and) would give rise to excessive odour, noise, vibration and/or disturbance issues related to its operation during opening hours, to the detriment of the amenity of neighbouring residential properties.

"It is also considered the installation of the flue on the gable elevation due to its scale, appearance and finish, forms an incongruous and unsightly addition to the building which is to the detriment of the street scene and visual amenity of the area in general.

"Finally, no details have been provided to demonstrate the flue that has been erected on the gable elevation of the building sufficiently mitigates the impact of fumes and odours from the use for neighbouring properties, to the potential detriment of the amenity of neighbouring residential properties."
