The proposal, which would have seen the Hilton Park public house in Leigh turned into shared accommodation for up to 13 people, was rejected by planning officers.
Jo Platt, MP for Leigh and Atherton, raised formal concerns about the scheme in September.
Ms Platt said: "Planning officers refused the planning application for the former Hilton Park public house in Leigh to be converted into a 13-person, 13-bedroom house of multiple occupation.
"I would to thank the Atherton South and Lilford - Labour councillors - who also raised their concerns about the suitability of this change of use through the relevant channels.
"Their submissions, alongside those of residents, has been invaluable in helping feed into the decision-making process."
HMO planning applications across Wigan Borough are now subject to full planning scrutiny under an Article 4 Direction.
Ms Platt said: "While well-managed HMOs can be an important accommodation option, high concentrations of shared housing can negatively affect long-term residents and impact upon neighbourhood cohesion.
"The introduction of the borough wide Article 4 Direction, now requires all proposals for Houses in Multiple Occupation - regardless their of size – to undergo full planning scrutiny."
Ms Platt said: "By submitting their concerns about issues such as overcrowding, parking pressures, and the additional strain on local services, local communities play a vital role in ensuring future development aligns with the area’s character and meets local housing need."
Ms Platt continued: "I will continue to work with Wigan Council, local councillors and community partners to see more empty and vacant properties brought back into use in ways that better meet local need, including as self contained accommodation or as a mix of residential and commercial."
