The figures have emerged amid a growing debate over controversial plans for a mixed hotel and HMO development at 44-52 Railway Road, which would provide 39 bedrooms with a maximum occupancy of 48 people if approved.
Data compiled from Wigan Council's HMO licensing register shows there are currently 11 licensed HMOs along Railway Road.

Wigan Council confirmed the figures were accurate and said the licences are either currently active or in the process of being renewed.
The figures come as a planning application for a hotel and HMO development on Railway Road continues to attract objections from residents and politicians.
Under the proposals, planning permission is being sought to create a development comprising hotel accommodation and HMO rooms at 44-52 Railway Road.
The application remains under consideration by Wigan Council.
Council response
Asked about HMO concentration on Railway Road, a Wigan Council spokesperson said: "The council's decision to implement the Article 4 Direction changes last year was in response to concerns raised by residents, particularly surrounding the concentration and suitability of HMOs in certain areas.
"The Direction means that the council is now more able to scrutinise the development of HMOs and balance their distribution, while still allowing residents the opportunity to access well-managed and affordable housing.
"As the Direction means that all HMOs, regardless of their size, need planning permission, public feedback will be reviewed and considered in each application."
However, the council confirmed it has not carried out a formal assessment of HMO concentration on Railway Road.

It also confirmed that since the borough-wide Article 4 Direction came into force on August 31, 2025, no HMO applications on Railway Road have been approved or refused.
According to the council, the application at 44-52 Railway Road is the only HMO-related application submitted on the road since the introduction of the Article 4 Direction and is still awaiting a decision.
The authority also said it does not hold an accurate record of HMOs that do not require a licence.
