Search the Public Notice PortalA PLANNING application has been submitted to Wigan Council regarding a property on Ormskirk Road.
The application seeks a certificate of lawful development for the existing use of the Wigan property as a six-bedroom house in multiple occupation (HMO).
The property, owned by John Alan Williams and Joseph William Anthony, trading as Kascade Rental, has been used as an HMO since July 2009.
It is currently licensed by Wigan Council to accommodate up to six people.
The application states the property has been managed in three different ways since its acquisition.
Initially, it was self-managed by the owners, followed by management by a local company, MI Right Home, from 2019 to 2023.
From 2023 to 2025, the property was managed by Divrse Ltd and used as housing for vulnerable children by The Brick Charity, a local organisation focused on combatting poverty and homelessness.
The property has remained vacant since June 2025 after the management arrangement with Divrse Ltd was terminated.
The owners decided to sell the property, and it was marketed for sale.
The application notes the property is now close to being sold to a buyer who intends to continue managing it as an HMO.
The owners believe a lawful development certificate should be granted because the property has been continuously occupied as an HMO for over 16 years, making it immune from enforcement action.
The application includes comprehensive documentation to support this claim.
The application was received on September 30 and validated on October 28.
The property is located at 211 Ormskirk Road, Wigan, WN5 9DP.
The application, under reference number A/26/101596/LUCE, is currently awaiting a decision.
