CAN any official in the highways department give a valid reason as to why both Old Hall Mill Lane in Atherton and Orchard Lane in Leigh have still not been fully tarmacked and have a series of potholes?
On what grounds is this justified?

Mark Tilley, assistant director for infrastructure at Wigan Council, said: “The council’s highway records show that there are only short sections (at the ends) of both Old Hall Mill Lane in Atherton and Orchard Lane in Leigh that form a part of the adopted highway that is maintained by the council.
“The adopted sections of both of these highways are in a satisfactory condition and there is no outstanding work awaiting completion.
“The responsibility for maintaining an unadopted highway lies with the land owner.
“Generally this ownership is shared between the properties that front on to the area, but there are occasions where a third party owns the land.”
“Therefore I would advise that the property owners who front onto the unadopted sections of Old Hall Mill Lane in Atherton and Orchard Lane in Leigh check the deeds to their property as these may clarify this position.”
